I never thought I'd ever see this clip resurface. I remember seeing it many, many years ago and thought it was long gone but someone resurrected it. It's from the movie Under Investigation and the damsel is Joanna Pacula. The killer sneaks up on her in her home and places duct tape on her mouth. She is able to break free and struggle with him briefly, the tape still on her mouth. He knocks her out and we then see her wrists bound to her bedposts and ankles bound together, and she of course is struggling like heck. The killer tries to suffocate her by placing another strip of tape over her nose. I would not recommend this to anyone.
There's also a scene with another girl earlier in the movie, but I don't have that one here.
